No sooner than I published my documents about Nick Cottone and Lindsay Mohler retaliating against me, and I get an email from Nick Cottone and Seneca Ridge Middle School.
Here are the violations and email to be sent to LCPS, and then the actual email itself:
Everyday LCPS maintains the no trespass order against me represents ongoing retaliation by LCPS.
Receiving emails inviting me to events so that I can be arrested is unlawful and represents entrapment.
Again, why is Nick "Mom Fucker" Cottone, and predator extraordinaire allowed to do whatever he wants and break any law he sees fit at any time he wants and then gets to retaliate against me relentlessly?
Dear Nick Cottone: You want to find out what my passions are. Simply, to ensure you are fired for being the unlawful scumbag predator that you are. You inappropriately touch minor children and retaliate against people for legally protected activity. My passion is to make sure you are held accountable for all the mom fucking you are doing. I am surprised your news letter did not have an invitiations for the moms to come see you to be your fuck buddy.
Exhibit 1: The Email I will be sending to LCPS that Outlines the Malefeasance
FORMAL ADMINISTRATIVE TRANSMISSION: EXHIBIT G-5 (CONTINUOUS OPERATIONAL WAIVER & RETALIATORY PRETEXT)
TO: Marc Bergin, Chief of Staff; John Clark, Director of Safety & Security; Jennifer Painter, Division Counsel
CC: Dr. Aaron Spence, Superintendent; Loudoun County School Board; Loudoun County Sheriff's Office; Leesburg Police Department; U.S. Department of Education, Office for Civil Rights (OCR)
DATE: July 27, 2026
SUBJECT: RE: ADMINISTRATIVE DEPOSIT OF EXHIBIT G-5 — FORENSIC PROOF OF CONTINUOUS OPERATIONAL WAIVER OF NO-TRESPASS ORDER BY PRINCIPAL NICK COTTONE
Mr. Bergin, Mr. Clark, and Division Counsel,
Please find attached Forensic Exhibit G-5 (260727 Gmail - Seneca Ridge Middle School_ Principal Newsletter.pdf), received by the Complainant from Seneca Ridge Middle School on July 27, 2026.
This official newsletter, issued directly under the signature of Principal Nick Cottone, provides further uncontradicted documentary proof of the division's continuous administrative default and the complete operational waiver of the February 24, 2026 No-Trespass Order (NTO):
Facial Collapse of the "Safety & Security" Pretext: Principal Cottone explicitly solicits parental attendance and physical engagement across multiple upcoming campus events, including the 6th Grade Bolt Blast Camp (July 27–31), the Cluster Bike Tour (August 4), and Thunder Day locker setups (August 13). As a matter of law, the division cannot maintain a police-backed criminal trespass ban under Va. Code § 18.2-119 alleging a "security risk" while its campus leadership simultaneously issues broadcast solicitations urging parents to attend on-site events.
Aggravation of 34 C.F.R. § 100.7(e) Retaliation: The NTO was issued nine months after HRTD validated formal workforce complaints against Principal Cottone (Case 12812), with Cottone explicitly copied on the criminal ban (cc: Nick Cottone, Principal). Allowing the subject of a validated HRTD complaint to continuously deploy institutional communication loops while the Whistleblower remains under a lawless digital and physical lockout constitutes bad-faith, ongoing retaliation under 34 C.F.R. § 100.7(e) and LCPS Policy 8030.
MANDATORY ADMINISTRATIVE REMEDIES
In light of this continuous waiver and the historical HRTD substantiation logs previously deposited, the Complainant reiterates the following mandatory demands:
Immediate Termination Proceedings: Initiate immediate termination proceedings for Principal Nick Cottone and Director of Safety & Security John Clark for willful civil rights violations, bad-faith retaliation, and abuse of administrative authority.
Immediate Rescission of the Retaliatory NTO: Formally vacate the February 24, 2026 order signed by John Clark and restore complete, unhindered joint legal custodial access to my children's physical and digital environments.
Halt Automated Matriculation Pending ADA/504 Review: Immediately pause all automated middle school placement milestones for my minor child, Charlie, until an independent, neutral administrative accommodation plan under the ADA/Section 504 has been executed.
Procurement Integrity Debarment (Policy 2350): Enforce LCPS Policy 2350 to immediately terminate all commercial sponsorships with Khanna Law, PLLC, and initiate debarment proceedings against software vendor QlikTech for data infrastructure cross-contamination.
Delivery of Converted Public Records: Secure the immediate transmission of all 1,141 responsive VFOIA records owed across multiple requests (including Request R002437-121125), for which processing fees were paid and accepted but records remain wrongfully converted behind your digital blockade.
Notice of Accrued Claim for Damages: Formal notice of ongoing, accrued damages in the amount of $2,148,000.00 and continuing, resulting from bad-faith civil rights violations, custodial deprivation, and administrative conversion of paid public assets.
This exhibit has been permanently appended to the active federal OCR case file and Congressional oversight repository.
Sincerely,
Steven Rubis

| | | Per LCPS Newsletter dated June 11th, there is a new ParentVUE app that offers an easier-to-read, easier-to-navigate design. All LCPS families are encouraged to download the new ParentVUE app. Next school year, all families who use the ParentVUE app will be required to download the new app. Get a head start by downloading the new app today!
Through ParentVUE, families can monitor their student’s classes and assignments, access bus information, report absences, view report cards and test results, connect to Schoology and Schoolinks and more. The new ParentVUE app offers all these features, but with a cleaner, easier-to-read and navigate design. Download the app from the Google Play Store (Android) or App Store (iPhone). Follow these step-by-step instructions on how to download the new app. The instructions also offer guidance if you are installing ParentVUE for the first time. | Also, please mark your calendars with these important dates to ensure a seamless transition into next year.
- On Monday, Aug. 3, families will be advised to update or confirm student information in ParentVUE. This step is required to access important school information.
- Once families have updated student information, on Wednesday, Aug. 12, families can check their student's bus and school schedules. Access will be staggered to prevent system overload.
- Calendars for next school year are posted on the LCPS website. Be sure to check the school calendar for student holidays before scheduling vacations or appointments.
Additional updates will be shared in August from LCPS, so stay tuned! Until then, enjoy your summer, and we look forward to welcoming students back on Monday, Aug. 17 for the first day of school! | | | In preparation for the 2026-2027 school year, LCPS requires all rising 7th Grade students to provide proof of the Tdap booster, the first dose of the HPV vaccine series, and the first dose of the MenACWY vaccine.
Proof of vaccinations must be submitted to the school nurse before the first day of school.
If you are in need of accessing a free immunization clinic, please see the details below. For more information on immunization requirements, please view this link: https://www.lcps.org/o/doss/page/immunization-requirements.
August 3, 2026 8:30 am - 12:30 pm. St. Matthew's Episcopal Church, 201 E Fredrick Drive Sterling, VA 20164
August 4, 2026 8:30 am - 12:30 pm Douglass Community Center 407 E. Market Street
Leesburg, VA 20176 | | | | Thunder Day is on Thursday, August 13th from 1:15pm-3:15pm. The recommended timing is below, but please come when it works best with your schedule:
- 1:15-2:15 PM Last Names A-L
- 2:15-3:15 PM Last Names M-Z
*We are dividing up grade levels by last name to reduce the number of students and families in the locker areas so we have more room to move and for setup. These are just guidelines to help for a better experience. Exceptions are okay. If you have freedom in your schedule, the second hour is usually a little less crowded.
This event is important for parents and students to meet teachers, walk their schedules, setup lockers, and ask questions of our staff. | | | | | | | | | | | Per LCPS Newsletter dated June 11th, LCPS will continue to offer the following intramural sports at all middle schools for the 2026/27 school year.
Flag Football (offered during the 1st academic quarter) Volleyball (offered during the 2nd academic quarter) Basketball (offered during the 3rd academic quarter) Soccer (offered during the 4th academic quarter) Cross Country (details about when this sport will be offered are still being determined)
To participate, a student must have a valid physical examination on file with the school building intramural coordinator (valid for 14 months from the date of the examination) and must complete the registration process. Please be sure to scroll down the page and click on the correct program link for your school before registering. For the 2026/27 intramural sports schedule and FAQs, please visit the LCPS Athletics and Activities website. | | | | | Although YAS is sponsored by Parks and Rec, we have had a long-standing partnership with this group. Our teachers have worked in the program over the years, including our Spanish 2 teacher, Sr. Ramirez. The group is based in our cafeteria during the year, but students have access to the gyms and outdoor spaces at various times. This is a great way for students to stay connected to Seneca in addition to joining our after school clubs and activities. | | | | | While the school library is closed for the summer, our online resources are available all year long. Whether you are looking for an audiobook, graphic novel, manga, or novel (all excellent ways of keeping your reading skills sharp), our year-long Bounty of Books will give you many books to choose from! | | | |
I was able to meet with our PTO President, Ms. Zuniga, and our Staff Appreciation Chair, Ms. Amshey this week. You will see them and many of our PTO volunteers in and around our building frequently including this week at Bolt Blast and on Thunder Day. Please know that our PTO has been great over the years because of strong leadership and a commitment to bringing many families into the mix to support in any way you feel comfortable.
I encourage EACH family member to find ONE opportunity to support Seneca and come in the building for something you enjoy. If you love football, supporting the PTO Tailgate on September 10th is a great option. If you love planning parties, the 8th grade end of year party can be a fun and creative way to help out. If you love gardening, art, STEM, music... basically, if you have a passion, we have a club and a space for you to join in and support us.
Best Kept Secret: although your middle schoolers act like they don't want their families around, they LOVE it when you show up. They will never give you the satisfaction of telling you this. | | | | Speaking of Relentless, our home team is going for broke this year! They are truly embracing the idea of going after it and getting it... #Trust the Process
Here's to a great start-up, Thunderbolts!!! | | | Seneca Ridge Middle School |
