 On June 2, 2026, I provided my third follow up submission to the U.S. House Committee on Education and The Workforce.

In this submission, I illustrate the administrative entrapment LCPS continues to utilize against me.

LCPS maintains a fraudulent No-Trespass Order against me issued on February 24, 2026, which requires me to contact LCPS and request permission to attend any event. The NTO was issued without any legal predicate or legal action or due process.

LCPS then sent me an invitation to attend my son's fifth grade graduation.

Given the NTO, I will be arrested and charged with a misdemeanor should I attend the event on June 11, 2026. 

LCPS refuses to acknowledge any legal communication I send to the organization and therefore, I am prohibited from attending and participating in my child's education, which means LCPS is willfully failing to provide a Free and Public Education (FAPE).

Below, I illustrate the contents of my submission to the U.S. House Committee on Education and The Workforce.

Supplementing my formal submissions delivered on Friday, May 29, 2026, I am filing this urgent Forensic Addendum to enter a critical, self-authenticating document into the permanent federal record regarding upcoming hearing witness Superintendent Dr. Aaron Spence.

On Tuesday, June 2, 2026, at 2:00 PM ET, exactly two business days after I filed my master whistleblower packet with this Committee, Loudoun County Public Schools (LCPS) issued an official communication to my terminal inviting me to attend the 5th Grade Promotion Ceremony on June 11, 2026, at Lowes Island Elementary School.

This transmission provides uncontradicted forensic proof of the bad-faith, extrajudicial nature of the District's operations, exposing an institutional framework that has criminalized parental rights to an absurd level:

  • The Geographic and Legal Absurdity: The District currently enforces a February 24, 2026 No-Trespass Order (NTO) predicated on the fraudulent administrative pretext that I pose a "security threat" to school facilities. Forensically, I reside in Chicago, Illinois—over 700 miles away from Loudoun County.

  • The Entrapment Mechanism: Today, the District's own systems actively solicited my physical presence on school grounds to witness my son's baseline educational milestone. However, because the LCPS administration has flatly refused to respond to 24 separate USPS Certified Mail appeals and grievances regarding this blockade, they have intentionally manufactured a procedural trap. They have issued an official invitation to a father while simultaneously maintaining a police-enforced criminal warning ensuring that if I step onto that campus to attend the ceremony, I will be immediately arrested and charged with a criminal misdemeanor. Please note that the NTO was issued without any legal predicate, due process, or change to my joint legal custodial rights occuring.

  • The Epitome of Bad-Faith Educational Action: This is the exact brand of administrative lawlessness, bad-faith entrapment, and systemic parental erasure that this Committee is actively seeking to eradicate. A public school division cannot legally or factually define a parent as an active threat requiring total physical and digital exclusion while concurrently deploying its communication networks to invite that parent to an on-site morning graduation.

  • EXHIBIT A-3: Verbatim text, server routing logs, and metadata of the June 2, 2026 (2:00 PM ET) Lowes Island Elementary School 5th Grade Promotion Invitation.

  • Forensic Significance: This document completely impeaches Dr. Spence’s upcoming June 10 testimony regarding "strong partnerships with families" and compliance with federal safeguards. It proves that his administration weaponizes local police power to alienate joint legal custodians, convert paid public records, and execute bad-faith traps against federal whistleblowers.

I request that this real-time escalation of aggravated retaliation be integrated directly into the Member briefing dossiers for the June 10, 2026 hearing to ensure full administrative accountability.

The story discussed the fact that Principal Nick Cottone of Seneca Ridge Middle School had activated his School Resource Officer to have a special education teacher arrested under suspicion that she was drunk.
