II. The Qlik-Obafemi "Digital Hook"

The administrative record reflects that the expansion of the February 24 No-Trespass order to include "all digital platforms" is a retaliatory strike on behalf of the vendor, QlikTech, Inc..

  • Obstruction of Discovery: By terminating portal access, the District is suppressing audit trails and 944 records required for the debarment petition against Qlik.
