The Narrative: Today, Friday the 13th, the "Digital Blockade" at Loudoun County Public Schools (LCPS) took a turn from the administrative to the corporate. At 11:05 AM, the District sent a mass notification admitting that they are currently "extracting and deleting" student data across their systems and the Qlik data platform.

For most families, this sounds like a technical update. For a whistleblower and investigative publisher, it is a forensic red flag.

The Vendor Conflict The engine behind this data extraction is Qlik—a company I know intimately as a former employee. But the relationship is more than just professional history; it is adversarial. I have documented proof that Qlik previously coordinated with my ex-wife’s counsel, Lindsay Mohler and the firm Troxel Leigh P.C., to misrepresent my departure from the firm. This coordination was designed to facilitate a legal advantage for the party currently at odds with my parental participation.

The Data Integrity Crisis LCPS is currently under investigation by the Virginia Department of Education (VDOE Case #C26-393) for suppressing my son Charles’s records. To now admit that they are "extracting and deleting" data within a platform managed by a hostile vendor—while I am blocked from seeing those very records—is an untenable conflict of interest.

The "Pariah" Protocol How can a District ensure the "accuracy" of student data when the vendor performing the "cleanup" has a documented history of bias against the parent?

  • The Marketing: I receive "Wellness" newsletters.

  • The Logistics: I receive "Late Bus" texts.

  • The Blockade: I receive "Empty Emails" and "Scrubbed Portals" regarding my son's safety data.

This isn't a glitch. It is a filtered reality. By utilizing a vendor with a documented hostility toward a joint-custodial parent, LCPS has compromised the neutrality of its entire data ecosystem.

I. DISCLOSURE OF CONFLICT This notice serves as a formal report of a conflict of interest regarding the District's data vendor, Qlik. The vendor has an established history of active hostility toward the Parent. Specifically, the entity coordinated with Troxel Leigh P.C. (Counsel for the Student's mother) to misrepresent the Parent's professional status to facilitate a legal advantage in domestic proceedings.

II. CONTEXT OF DATA SUPPRESSION The District is currently the subject of VDOE Case #C26-393 regarding the "Digital Blockade" and suppression of Charles Rubis’s clinical and educational records. The admission at 11:05 AM today that LCPS is "extracting and deleting" data within the Qlik platform while these records are suppressed creates a grave concern regarding the forensic integrity of the Student's file.

III. DEMAND FOR NEUTRALITY The Parent demands an immediate internal review of the District’s reliance on a vendor with a documented bias against a Complainant. The District cannot ensure "data accuracy" when the underlying platform is managed by an entity that has historically participated in efforts to undermine the Parent’s standing.
