THE $375 GHOSTING: LCPS Takes the Money, Hides the 944 Records

When a public agency is so desperate to hide its coordination with a private law firm that it violates state law after taking a citizen’s money, the public must ask:
What is in those 944 records?
Last week, I paid the "ransom" LCPS demanded for records regarding their coordination with Lindsay Mohler and Troxell Leigh P.C.
The payment was delivered on Thursday, February 12.
Since then?
Silence.
LCPS has effectively "ghosted" an investigative journalist.
They have the money.
They have the 944 records.
But they refuse to respond.
This isn't just a delay; it is a Constructive Denial of the truth and a blatant violation of VA Code § 2.2-3704.
The Public-Private Nexus
The constant stonewalling clearly illustrates that the 944 records identified by the LCPS FOIA Office are so damaging to LCPS, LCSO, Lindsay Mohler, and Troxell Leigh P.C., that these entities are actively coordinating to ensure the truth is not brought to light.
This is Regulatory Capture in its purest form.
Government entities in Loudoun County—including LCPS and LCSO—are acting as extensions of Lindsay Mohler and Troxell Leigh P.C.
The willful withholding of these records proves that these private attorneys are explicitly allowed to violate not only a parent’s civil rights, but also those of a minor child with a disability.
Why is Lindsay Mohler Above Reproach?
Whenever I attempt to fight for my rights in Loudoun County, I am unlawfully stonewalled.
Attorneys tell me I have "no rights" to fight back against Troxell Leigh.
Since when did a private law firm become the "be-all and end-all" power of Loudoun County?
Why are these unethical attorneys above reproach, mirroring the immunity granted to Principal Nick Cottone?
Constructive Denial, Suppression of Evidence, and Retaliation
On Saturday, February 7, I remitted a payment of over $375 to LCPS for the 944 records involving coordination between District leadership and private attorney Lindsay Mohler. I sent this payment Under Protest, documenting that the District was using "Economic Censorship" to prevent an investigative journalist from exposing public-private collusion.
The payment was delivered to LCPS on Thursday, February 12—the same day my son was being targeted at Seneca Ridge.
Since the moment LCPS received the funds:
Total Unresponsiveness: The FOIA Department has refused to acknowledge receipt of the payment.
Refusal to Schedule: Despite multiple follow-ups, the District refuses to provide a statutory production timeline.
The Ransom: LCPS is currently in possession of both my personal funds and 944 records of public interest. They have effectively "ransomed" the truth.
This is a prima facie violation of VA Code § 2.2-3704. By taking the money and stopping the clock, LCPS is attempting to bury evidence of their coordination with Troxell Leigh P.C. during an active federal and state investigation.
While the District was busy facilitating the targeting of my son by an administrator who previously lied about knowing our family, the FOIA department was busy locking down the evidence of their collusion with outside counsel.
I have notified the Virginia FOIA Advisory Council (Case #23) of this breach.
The District may have the records now, but they are on a statutory clock they cannot ignore.
The vehement defense of these 944 records only proves one thing: the documents vividily illustrate a blatant violation of the law.
