LCPS Status Update - Digital Blockade and Missing Records

I am providing an update on the "Digital Blockade" enacted by Loudoun County Public Schools (LCPS) regarding my son Charles’s records.

Yesterday, I was completely locked out of the Virginia IEP portal. This morning, my access was partially restored, but the folder has been scrubbed. When I log in and click the "Documents" tab, I can only see a progress report from 11/7/25 and a new one from 2/9/26. Everything else—every IEP, evaluation, and legal document dating back to 2022—is missing.

The Multi-Year Pattern of Exclusion

This is not a technical glitch. It is part of a three-year pattern where LCPS has willfully ignored my joint legal custody rights.

I have notified LCPS on numerous occasions in 2023, 2024, and 2025 that the other parent refuses to provide me with school information. Despite my Marital Settlement Agreement (MSA)—which was drafted by Lindsay Mohler of Troxel Leigh—LCPS continues to treat me as a secondary parent.

The facts of the situation are as follows:

  • Information Suppression: LCPS sends notifications to my ex-wife knowing she will not share them with me. I have provided emails where she acknowledges I am excluded from these channels.

  • Signature Bypass: LCPS uses a "one-signature" policy to move forward with school actions. This allows them to get her signature and bypass my rights to object to things like the upcoming Seneca Ridge transition.

  • Lack of Transparency: I have shared information with the other parent in good faith when I receive it, but that transparency is not reciprocated. LCPS is aware of this and has done nothing to fix the communication channel.

The Status of the Case

By withholding the April 2025 IEP while Charles is scheduled for a transition tour this Thursday, February 12, LCPS is preventing me from reviewing his safety and disability protocols.

I have updated my master complaint with the Office for Civil Rights (OCR) and the VDOE. The issue has now expanded beyond a simple lockout to a formal claim of discrimination based on my parental status. I am demanding the immediate restoration of all historical records from 2022 to the present and a stay on any transition actions until I am provided with full access.
