The Forensic Scrub: How LCPS and LCSO Dismantled the Evidence in Loudoun

For over two years, I have pursued accountability for the extrajudicial "Warning Call" conducted by Loudoun County Sheriff’s Office (LCSO) Deputy Timothy Iversen on December 12, 2023. Today, I can reveal a pattern of forensic scrubbing that links LCPS Human Resources directly to the sudden removal of this officer.
The Administrative Trap: February 19, 2025 On February 17, 2025, I filed a formal complaint regarding the "Tripartite Nexus" between school administrators and law enforcement. Two days later, HRTD Investigator Devina Martin issued a response claiming my concerns regarding the Cottone/Iversen nexus had been "previously addressed" (Guardian HRTD Workforce Complaint Case #12731).
At the time of her email, I had received no findings, no apology, and no remediation. Furthermore, Deputy Iversen was still actively serving as the SRO at Seneca Ridge Middle School.
The Physical Remedy: The April 27 Transfer The truth of how the matter was "addressed" became visible exactly 67 days later. On April 27, 2025, Deputy Iversen was abruptly transferred out of his role and away from the site of the violation.
The May 7 Pivot: Denying the Authority They Just Claimed Following the transfer, I filed a massive, several-hundred-page evidentiary slide deck on May 6, 2025 (Incident Report #12756), documenting the full scope of Iversen’s unprofessional and threatening behavior.
The response from Devina Martin the very next day—May 7, 2025—revealed the District’s procedural fraud: she stated that LCPS HRTD "does not have the authority to address the complaint" and recommended I contact law enforcement.
<u>FORENSIC NOTE: This represents a blatant "Jurisdictional Pivot" by LCPS. In February, the District claimed they had already "addressed" the Iversen situation to successfully halt my inquiry. Yet, in May—after Iversen was physically removed from the school—the same Investigator claimed the District lacked the legal authority to address the matter at all. LCPS cannot have it both ways: they cannot claim the authority to "address" a crisis in secret while denying the authority to investigate it in public.</u>
Constructive Admission of Guilt In federal civil rights investigations, the timing of such a transfer is a Remedial Action as Admission. They moved the officer because I had forensically linked him to an administrative fraud they could no longer defend.
#LCPS and #LCSO need to be held accountable for their fraudulent activity, specifically Nick Cottone and Ofc. Tim Iversen, as well as the law firm Troxel Leigh P.C. including but not limited to Lindsay Mohler and Gareth Bowen.
