In the bureaucracy of Loudoun County Public Schools (LCPS), "addressing" a concern rarely means fixing a problem. Instead, as my recent forensic discovery reveals, it often means scrubbing the evidence.

For over two years, I have pursued accountability for the events of December 12, 2023, when a Loudoun County Sheriff’s Office (LCSO) Deputy used his state authority to conduct an extrajudicial "Warning Call" to my personal phone—an act of intimidation with no legal basis, warrant, or underlying investigation.

The Administrative Trap: February 19, 2025 On February 17, 2025, I filed a formal workforce complaint via the LCPS "Guardian" system regarding the collusion between school administrators and law enforcement. Two days later, on February 19, HRTD Investigator Devina Martin responded with a stunning admission: she claimed my concerns were "previously addressed" and that the matter did not meet the criteria for further HRTD involvement.

At the time, this was a lie. I had received no findings, no apology, and no remediation.

The Physical Scrub: April 27, 2025 The truth about how the District "addressed" the issue became visible exactly 67 days later. On April 27, 2025, LCSO Deputy Timothy Iversen—the individual who conducted the December 2023 call—was abruptly transferred out of his SRO role and away from the site of the violation.

Constructive Admission of Liability In federal civil rights law, this is known as a Remedial Action as Admission.

  • Step 1: Whistleblower files a formal complaint (Feb 17).

  • Step 2: Agency claims the issue is "addressed" to stop the investigation (Feb 19).

  • Step 3: Agency removes the liability (the Officer) once they believe the public isn't watching (April 27).

The transfer of a non-LCPS employee (LCSO Deputy) in direct response to an LCPS Human Resources complaint is the ultimate proof of the Tripartite Nexus. They didn't move him because of a routine shift change; they moved him because I had forensically linked him to an administrative fraud that they could no longer defend.

The 450-Page Dossier I have now uploaded 450 pages of evidence submitted to HRTD since May 2025. These records document the 13+ workforce complaints and the executive-level "management" directives that followed this "scrubbing" event. Loudoun officials hoped that moving the pieces would end the inquiry. Instead, it provided the roadmap for their own admission of guilt.
