Notice of Digital Intimidation and Harassment Sent to #LCPS and #LCSO on Monday, January 26, 2026

RE: Notice of Digital Harassment – Causal Nexus to VFOIA Request R002480-012526

To the LCPS Executive Leadership, School Board, and LCSO FOIA Office:

I am writing to formally document a coordinated act of digital harassment and counter-surveillance conducted by an agent of the Loudoun County Sheriff’s Office (LCSO) in direct response to my investigative activities and formal records requests.

The Temporal Proximity:

  • January 25, 2026: I submitted a formal VFOIA request (Ref: R002480-012526) targeting all communications between private attorneys Lindsay Mohler/Gareth Bowen (Troxell Leigh P.C.) and LCPS administration.
  • January 26, 2026: Exactly 24 hours later, I was notified that Senior Officer Dave Carver of the LCSO (Retired/Orlando, FL) began monitoring my professional LinkedIn profile.
  • Simultaneous Action: Concurrently, LCPS has abruptly begun charging for VFOIA requests that were previously provided at no cost, immediately following my formal escalation to the Virginia FOIA Advisory Council (Case #23) on January 24, 2026.

The Nature of the Intimidation: Officer Carver is a Senior Officer. His surveillance of my professional credentials immediately following a request for records of private-to-public collusion is a "Digital Show of Force." This action is a calculated signal that my professional life is being monitored as a consequence of my pursuit of public transparency.

Notice of Preservation: This surveillance, coupled with the sudden shift to financial barriers in FOIA production, indicates a multi-front campaign of psychological and financial exhaustion.

Be advised that this email serves as Actual Notice of a continuing civil rights violation and retaliatory conduct. I expect all recipients to preserve all internal metadata, communications, and directives concerning the "management" or "monitoring" of my person. This evidence will be forwarded to the Office for Civil Rights (OCR) and the Virginia FOIA Council.

The story discussed the fact that Principal Nick Cottone of Seneca Ridge Middle School had activated his School Resource Officer to have a special education teacher arrested under suspicion that she was drunk.
