RE: FORMAL NOTICE OF FORENSIC EVIDENCE: ADMINISTRATIVE FRAUD, TRIPARTITE COLLUSION, AND RETALIATORY SUPPRESSION OF JOURNALISM

I. DEFEATING THE NARRATIVE OF ADMINISTRATIVE ANONYMITY This letter serves as formal notice that the Respondent’s previous assertions regarding Principal Nick Cottone’s lack of familiarity with the Complainant are forensically false. The Complainant possesses direct correspondence establishing a prior relationship of professional cooperation:

  • March 11, 2023: Personal email from Mr. Cottone to the Complainant stating, "It was nice to see Rex in the all-star game last week," and requesting a phone call.
  • June 22, 2023: Personal "Thank You" from Mr. Cottone for the Complainant’s executive participation in the Seneca Ridge Middle School Career Day.
  • September 6, 2023: Correspondence where Mr. Cottone invites the Complainant’s ex-wife to coordinate via email/phone, bypassing established parental notification protocols.

These records prove that Mr. Cottone’s subsequent claims of "not knowing" the Complainant were a deliberate administrative fraud designed to facilitate the "Tripartite Nexus" of collusion that followed.

II. THE NEXUS OF COLLUSION AND THE IVERSEN AMBUSH The record confirms a coordinated effort to weaponize administrative power prior to any legal proceedings being initiated against the Complainant (11/21/23):

  1. October 24–26, 2023: Documentation of a "Tripartite Nexus" between Mr. Cottone, LCPS Administration, and private counsel Lindsay Mohler (Troxel Leigh P.C.).
  2. December 12, 2023: While the Complainant was 700 miles away in Chicago, Deputy Timothy Iversen (SRO) conducted an extrajudicial "warning call." This use of police power to intimidate a parent who was under no criminal investigation violates the Fourth and Fourteenth Amendments.
  3. April 24–27, 2024: Exactly three days after Mr. Cottone and Dr. Kate Ridgeway were subpoenaed, Deputy Iversen was abruptly transferred. This temporal proximity is prima facie evidence of an attempt to obscure the nexus of liability.

III. INTERNAL EVIDENCE OF BAD FAITH AND MINIMIZATION Forensic production (R002442-121825) confirms that LCPS leadership viewed the Complainant’s safety concerns as an administrative "nuisance."

  • August 17, 2025: Executive Principal Andrew Davis directed Shontel Simon to "discuss how/if to respond" to prevent her from being "surprised" by the Complainant’s advocacy.
  • August 18, 2025: Workplace Relations (Case 14696) was referred back to the subject’s own department for "awareness," effectively creating a self-insulating loop that suppressed whistleblower activity.

IV. SUPPRESSION OF INVESTIGATIVE JOURNALISM The Complainant is currently acting as an Investigative Publisher for nickcottone.blogspot.com. The District’s ongoing refusal to produce the Cottone-Mohler correspondence—and the withholding of 21 pages of "legal advice" regarding a student’s safety—constitutes a retaliatory suppression of the press.

Under FERPA (20 U.S.C. § 1232g), these are Educational Records. Their suppression is a willful violation of federal law designed to hide administrative malfeasance.

V. STATEMENT OF DAMAGES: THE "CIVIL DEATH" METRIC LCPS was warned in August 2024 that this "Campaign of Exhaustion" was causing a health and financial crisis. By choosing to silence the Complainant rather than remediate the hostile environment, the District is directly liable for:

  1. $1.1M Tier 1 Wage/Equity Loss.
  2. $214k Tier 2 Wage Loss (confirmed by the Oct 10 no-fault termination transcript).
  3. $650k Asset Liquidation/Cognitive Impairment Loss.

CONCLUSION The total economic destruction exceeds $2.1 Million. This letter places the Board on final notice of the forensic links that will be the subject of the forthcoming federal filing.

The story discussed the fact that Principal Nick Cottone of Seneca Ridge Middle School had activated his School Resource Officer to have a special education teacher arrested under suspicion that she was drunk.
