Casting the Executive Net: New VFOIA Request Targets High-Level Collusion in Loudoun

The "Information Blackout" in Loudoun County is about to face its most significant challenge yet.

While the Loudoun County Sheriff’s Office attempts to "toll" my requests for residency reasons, and LCPS HRTD continues to use a "Jurisdictional Pivot" to evade accountability, I have officially expanded the forensic search area. Today, I filed a comprehensive VFOIA request targeting the communication nexus between private legal entities and the highest levels of LCPS leadership.

The Target: Private Counsel and Public Duty This request specifically seeks all correspondence involving Lindsay Mohler and Gareth Bowen of Troxell Leigh P.C. These are private attorneys who, evidence suggests, have been operating in a "Tripartite Nexus" with school administrators to facilitate the alienation of parental rights and the suppression of whistleblower activity.

The Executive List We are no longer just looking at the principals' offices. This request compels the disclosure of communications involving:

  • The Superintendent’s Office: Dr. Aaron Spence.

  • The Legal & Risk Teams: Gus Martinez, Rae Mitchell, and Paige Carter.

  • The HR Machine: Shontel Simon, Devina Martin, and Ashley Stocks.

  • The Oversight Bodies: The LCPS School Board and the Ombudsman.

Why This Matters Loudoun County officials often rely on a "Work Product" shield to hide their coordination with outside law firms. However, under Virginia law, a private firm representing a private party does not enjoy a "privileged" status when communicating with a public agency. By casting this wider net, we are moving to prove that the "Show of Force" and the "Information Blackout" were not localized mistakes—they were executive-level strategies.

The Virginia FOIA Council is already reviewing the "residency" hurdles. Now, LCPS must decide: will they produce the records of their coordination with Troxell Leigh, or will they attempt to invent a new legal privilege to hide the truth?

The truth is not a "work product." It is a public record.

The story discussed the fact that Principal Nick Cottone of Seneca Ridge Middle School had activated his School Resource Officer to have a special education teacher arrested under suspicion that she was drunk.
